No one knows yet what exactly is still on board.A dive team with the Cleveland Underwater Explorers reported a leak of an unknown substance from the barge on Friday night. The Coast Guard confirmed the leak on Saturday, and that triggered the emergency response.A dive team is on Lake Erie today to try to find the leak.Lieutenant Greg Scweitzer is with the National Oceanic and Atmospheric Administration. Hes helping the Coast Guard with its response effort.;Whether or not theyre successful in identifying the leak depends on whether or not the leak is still active. If its not, itll probably be very difficult for the divers to determine where that source is.;He says the wreck is covered in zebra mussels. That makes it hard to tell if there are cracks in the hull.The Coast Guard says theres no immediate risk to human health.A trip out to the wreck siteI got a chance to visit the wreck site last week, before anyone discovered it was leaking.Now, the Coast Guard has set up a restricted zone around the wreck site. But last Thursday, when I took a ride on Tom Kowalczks shipwreck searching boat Dragonfly, the barge was not known to pose any kind of risk.Kowalczk is the guy who found the tank barge in late August. Hes retired from his career working for an automotive supplier. For the past 40 years, hes spent his weekends looking for shipwrecks.He dials up the GPS coordinates, we pull away from the marina at Lakeside, Ohio, and motor out into Lake Erie.Were about an hour away from shore when he flips on the depth finder and points out a big peak that pops up on the screen.;There it is right there – we just went over top of the wreck.;Kowalczk says the Argo was not built for the open waters of Lake Erie.;As you can tell, were rocking pretty good right now and you could imagine a tugboat pulling a fully loaded barge that only had two foot of freeboard. It was only sticking out of the water two feet and these huge, big waves crashing down on it and it didnt survive the storm,; he says.Kowalczk says he just happened upon this wreck. He was pulling a side scan sonar device that uses sound waves to map the bottom of the lake to look for a different shipwreck - a wooden sailing ship called the Lexington - and there it was, a steel oil tanker on the bottom of Lake Erie.;All of the historic records for the sinking said that it was a considerable distance, many miles, five or six miles north of where we are right now. When it showed up on the screen I was really surprised, because I wasnt expecting to see anything here,; he says.CLUE looks for shipwrecks in cooperation with the National Museum of the Great Lakes, which provides funding for the fuel costs for the long days of methodical searching out on the lake.Christopher Gillcrist is the museums executive director. He says their shipwreck budget for Lake Erie runs about ,000 to ,000 a year.;If the federal or state government hired a cultural resource management firm to go out and look for these wrecks, the cost would be tremendous. Here, were doing it with volunteers, who are not paid, to go out and look with side scan sonar. Its a great model to go out and find shipwrecks,; he says.He says the story of the Argos discovery will appear in the museums journal Inland Seas this winter.A fortuitous discoveryIt turns out the Argo was aly on a list of hazardous shipwrecks, but no one knew exactly where it was.In 2013, the National Oceanic and Atmospheric Administration published a risk assessment of shipwrecks that could be pollution hazards.The Argo is considered the biggest pollution threat from a shipwreck in the Great Lakes.Lisa Symons is with NOAAs Office of National Marine Sanctuaries. She wrote the risk assessment.She says the barges records indicate it was carrying close to 200,000 gallons of two petroleum products: a product called benzol, and crude oil.;Our assumption is that it was half and half cargo but we have no way of knowing for sure.;She says they only modeled the pollution threat for the crude oil.;We didnt model it for the benzol because we believe the benzol probably volatilized at the time of the incident. Its a much lighter fuel and that wouldve been more likely to be able to get out of the wreck more easily,; she says.Symons says the barge had been loaded with its cargo not long before it sank. Now, everyone is wondering how much of that oil is still on the barge.First, the Coast Guard has to investigate the leak. Sir Michael Wilshaw, head of OFSTED, the schools inspectorate, hankers for powers to inspect academy chains as well as the local authorities who run the country’s remaining (and frankly neglected) comprehensive schools. OFSTED only has the right to inspect individual schools: a hangover from the previous system. One remedy might lie in the creation of powerful regional school commissioners, who could demand changes, send in improvement teams when things go awry and generally strive to outdo one another. A flaw in both Labour and Conservative school-reform efforts is that there is little drive for improvements to sp round the country. Lord Adonis, a former Labour minister who set up the academies programme, says it is “simply absurd” that top universities have no stake in teacher-training, a job left too long, he says, to “under-par educational sociologists”. The best schools could be given more autonomy and incentives to help train teachers, ensuring that newcomers learn from the best of their profession, not the middling performers. Rewards need sharpening, just as poor performers should be edged out more quickly. The coalition, which has supported “golden hellos” for some graduates training as teachers, could do more to entice top maths and science performers. If the name alone isnt enough for you, the city has held an annual Tulip Time Festival, celebrating all things Dutch for the last 86 years.But theres a sizeable Hispanic community in Holland. The latest census numbers indicate Hispanics make up 23% of the citys population.Thats why the city is leading many area groups in a joint effort to collect and share the oral histories of Hollands Hispanic Americans.City of Holland Human/International Relations Manager Esther Fifelski tells us that their oral history project Nuestra Comunidad Hispana - ;our Hispanic community; - invites members of the Hispanic community to share their stories as part of National Hispanic Heritage month.;Were hoping to … gather the stories, put together a profile, and then celebrate them at our [Latin Americans ed for Progress] dinner in November,; Fifelski says.Sister Noella Poinsette of Outreach and Social Justice at St. Francis de Sales Catholic Church in Holland tells us that the parish is between 55 and 60 percent Hispanic, and also that it is the most diverse parish in the whole Grand Rapids Diocese.She says shes always been passionate about working with diverse populations, and is excited to be working with Nuestra Comunidad Hispana.Poinsette says that many of the stories theyve collected so far are hopeful tales of families working hard as migrant laborers, ;but believing in education and so making that possible for their children and grandchildren.;Migrant, immigrant and seasonal workers have been the backbone of the agricultural industry for decades, harvesting everything from our sugar beets and peaches to cherries and apples.Its estimated that in the next 10 to 15 years West Michigan may well have the largest number of Latinos in the state.Ruben Martinez, director of the Julian Samora Research Institute at Michigan State University, tells us that the boom in Latino population really kicked off a little under a century ago.;It really began to take off in the 1930s. Farmers in West Michigan had been using migrant and seasonal workers for some decades before that, but Latinos did not come in any sizeable numbers until about the 1930s and began to … settle out of the migrant stream probably in good numbers in the 40s.;He says that Michigan is historically a ;family-friendly state,; meaning that farmers were set up to host entire families during work seasons, and until only a couple decades ago the majority of Latino workers who migrated did so with their families.According to Martinez, scores of Mexicans sought refuge in South Texas during the Mexican Revolution. He tells us that Michigans migrant workforce was largely comprised of those refugees and the following generations born in Texas.Martinez says the migrant worker population in West Michigan is much smaller than it once was, decreasing in line with the rise of automation and mechanization in the agricultural industry.The majority of those workers now are single males from Florida and individuals with an H-2A Visa, according to Martinez.201509/401131

It creates a lot of jobs at businesses like restaurants and hotels.But as more visitors buy beachfront properties and real estate prices rise, its proving really hard for folks working in the tourism and service industries to find affordable housing.Leelanau County Commissioner Ty Wessel is trying to do something about that.Wessel is part of a newly formed affordable housing task force.;County government has only a limited role, but we think its a leadership role,; he says. ;Our real goal as a housing task force will be to get the right people at the table … and not only educating our community about our needs but working on ways to attract developers to provide more affordable housing.;Wessel says as it stands now, many workers in Leelanau County have to spend up to 60% of their take-home pay on housing and transportation, ;and thats just not affordable.;Businesses are having a hard time finding and holding on to workers, but the effects of the housing situation reach further than that, according to Wessel.Because its so hard for people living and working in the county to buy homes there, he tells us that school enrollment is down 16% in the last decade, and that many families are struggling to afford childcare and are being forced to commute unreasonable distances to work.;It is an issue that our schools and our employers and our families and our churches and our villages and townships are all concerned about,; he says.Wessel tells us the task force plans to work on building partnerships with businesses and nonprofit organizations, review the areas zoning laws, and work with the Michigan Housing Commission, all to figure out how to create greater incentives for companies to bring more affordable housing to the area.There is some concern surrounding the cost of the venture, but the task force is determined to do right by their struggling workers.
